Recently installed gtx 1070, experiencing worse performance

So I recently purchased and installed a new gtx 1070 after my gtx 780ti had artifacts. After installing the new gpu, running games starts out fine, but then drastically drops to sub 50 fps. I'm hoping its a driver issue but I am not ruling out a bad connection, insufficient power, or something else.

PC Specs:
CPU: i7 3770k
GPU: gtx 1070
Mb: Gigabyte GA-Z77M-D3H
2 ssd: 250 + 150
1 HDD: 2TB
Ram: 16gb (2x8gb)
PSU: Thermaltake TR2 RX 650 Watt (More than enough to run my current system

Update: Currently I have reinstalled the most recent driver for Nvidia, while doing so I had to restart the installation multiple times as the installer would not progress pass performing initial installation. However after another attempt it was able to install fine. I tried running Dota 2 after this and it begins with a solid 120+ fps, but then very quickly goes down to below 60fps.

Last Update: I was able to fix the problem by properly placing the gpu in the pci-e slot as well as making sure the cpu fan was in contact with the cpu.

I have updated my drivers, and while I had some trouble getting them to install, performance seems to be the same with a good start but then very fast decline. PSU is also a thermaltake TR2 RX 650 watt

MSI AB can show a lot of insider information.

Is my GPU too hot? No, it's only up to 66C. Is the core clock boosting to where it should? 1367 is its advertised max boost so the answer is yes. Any issues with my cpu load or temp.? Nope. How's the RAM? I have 8GB installed. RAM is fine. A 99% load is normal for the GPU. I could also enable a log so I can look to see if there is a drop elsewhere that happens when the FPS tanks. Maybe I'm hitting a power limit.

It's only at 97%. I have my limit set to 117%. Should I exceed that MSI AB will add in Power to let me know I've hit my set limit.

How old is the PSU? How's its voltage? BIOS/UEFI normally has a health section where should see voltages and the 12v should be as close to 12 as possible. 12.0-12.5 is the safe zone.

I am currently running at 1080p 144hz, I'll get back to you on the riva results.

It seems like almost all the areas you mentioned are way under normal levels for me. Also the voltage is around 11.92 v

With that online game the numbers don't look bad. You enabled voltage instead of "Power". I don't like to troubleshoot outside of local games. I would try Userbenchmark and Superposition Bench When my 1080 Ti was having a fit

Userbench showed as much. After a driver reinstall the bench looks normal.

.

If you try superposition I think the score of between 3700 and 4000 is normal.

The PSU looks a little low but nothing abnormal.

http://www.userbenchmark.com/UserRun/7835466, these are the results form userbenchmark

As for Superposition Benchmark, I got 3200 on 1080p extreme and 5500 on 1080p high

However when I go to play games, the frame rate is still dropping as low as 10 fps. Also my CPU cores are nearing 90-100 degrees Celsius, which I assume might be a major factor. If that is the case, would reapplying thermal paste be sufficient to fix the problem?
