Question Recently purchased RTX 2060 has had very underwhelming performance.

Hello all, I'm a new user experiencing some performance issues with a newly purchased EVGA SC Ultra Geforce RTX 2060. My build as an a Intel Core i7-3770 Processor 3.4 GHz (a pretty old CPU, I know) and 16GB of RAM. I play all my games at 1080p 72Hz. I previously had a RX 480 4GB, which performed much more impressively for its price compared to my current 2060. I've reinstalled Windows twice in order to avoid any possible driver issues, and have ran a stress test on my CPU. At 99% usage it ran between 63-65 C.

I think my CPU is affecting the performance, but I'm not sure why I'm getting the same, if not worse performance than my old 480 in games.

Does anyone have any ideas on what could be causing this issue? I apologize for not having more details as I am not very tech savvy (I play on PC from time to time as a hobby).

Your CPU is dated and likely holding back the potential performance of the stronger RTX 2060 (vice the RX 480). This is not a driver issue and other than trying to OC your rig a bit, your performance increasing options will require upgrading your rig.

Okay, but if this is the case, is it normal for the older card (i.e the 480) to perform better than the 2060 on the same rig?

How large is the performance difference? In this case, it could simply be a matter of the RX 480 being less hampered by the older CPU.
I would say the performance is almost roughly the same at the same settings, but the 2060 in some cases may perform even worse (I noticed quite a bit of stuttering that I don't recall on the 480)

What is the make/model of your PSU? How hot is the RTX 2060 getting under load? Is Windows and your major drivers (video, motherboard chipset, and network) fully current/up to date?
I have a Seasonic M12II-650 BRONZE ATX 650 and everything is up to date except possibly the motherboard chipset. It's quite an old motherboard as well, from a prebuilt Lenovo desktop and I haven't been able to find much information on the motherboard. I don't recall how hot the card ran under load, but I remember testing on afterburner a couple days ago and didn't see anything really abnormal.

Upgrading the motherboard/CPU/memory to much more modern and capable components is the surest way to improve performance. Assuming you go down such a path, what is your upgrade budget?

I don't really have a budget in mind (meaning I'm not really limited) but I don't want to spend too much either as I don't get to play everyday or a lot. Anything that I guess can guarantee a constant 72 frames in games such as Mordhau, RS6, or modded Skyrim, I would be content. If I had to set a budget, I would say preferably under $300 if possible.

Did you do a clean install of the GPU drivers and made sure the AMD drivers were uninstalled?

Run your games at 2X (or even 4X) DSR and see if the performance improves. What DSR (Dynamic Super Resolution) does is increase the resolution of the game then scales it back to your native resolution. Doing so makes most games look better then some AA options and would better utilize the GPU. If this does improve performance then a cheaper upgrade over a platform upgrade would be to get a larger resolution monitor (would probably go 1440P for the 2060).
