Question Recently Rebuilt a computer and its not booting

Hey, I recently rebuilt my old computer, it had an issue where it would boot up and then shut off, i rebuilt it into a new case, and heres what happens, all lights, fans, and everything will start spinning and then 5 seconds later it will shut off, and automatically try and start itself again, it does it over forever, i have tried reseeding every compenent, clearing cmos multiple times, using different hard drives, everything seems to be running cool, fresh thermal paste, it does not show up the bios screen, or anything at all on the monitor, i have tried everything i can guess what to do, Specs are listed below.

i can conclude that it is NOT the power supply
Specs:

CPU: Intel core i7-3770k
Motherboard: Msi z77a-g41
GPU: EVGA GTX 960 4GB SSC
RAM:16GB DDR3 2600MHZ
HHD: 1TB Western Digital
(iknow its a bit on the age)

Please.... can I get some suggestions???
