Dear Sirs,
I am planning to build the below system and i need a recommendation for the PSU :
MB : MSI B150 PRO VDH
CPU : CORE I5 6400
GPU : GIGABYTE GTX 1060 3GB
RAM : 1 X 8GB DDR 4, 2400 MHZ CORSAIR VENGEANCE
HDD : 2TB SEGATE 64 MB CACHE, SATA 3
SSD : INTEL S540 240 GB
CASE : COUGAR Solution 2

Alocated budget is 60 eur .
I was thinking to go for the EVGA PSU 100-B1-0600-K2 , 600W, Bronze, 120 mm.

I will comment on the parts you have chosen:
CPU: i5 6400 is not great because clocks on it are low. Try to get i5 6500-6600, or wait a month and get i5 7500 for ~20% faster CPU.
RAM: get 2x 4GB for dual channel, thus twice the RAM speed.
GPU: 3GB on a modern GPU is limiting and already causes issues in several titles at 1080p resolution. Consider RX480 4GB-8GB- with latest drivers they are already faster than GTX1060: http://www.hardwarecanucks.com/forum/hardware-canucks-reviews/73945-gtx-1060-vs-rx-480-updated-review-23.html , will have all same functionality with driver update tomorrow, and support for freesync on top of that.

Unfortunately ,the parts are already chosen :) Let me explain why, it all had to do with some great BF deals , as following :
I bought the Core i5 6400 for 113 GBP and the GTX 1060 for 163 GBP . The memory, i have gone for 1x 8GB , as i am planning to add another 8 GB in a couple of months , so they will work in DC . I can still cancel the RAM order but i don't think it will be any real difference in gaming with just one 8 GB, instead of 2 x 4GB; correct me if i am wrong please :)

i also took into account the seasonic PSU but many complain about that strange sounds inside it, after a few months ; also, here in my country, people seem to point out to this issue with that model :(

These are really great prices. As for the RAM- difference is mostly in Fallout4. In other games- it is 5-10% from having it in dual channel, and another 5-10% for having 16GB instead of 8GB. Also, cards with lower VRAM take up more system RAM in memory demanding games. But to put it short- 1x 8GB should work well enough at the start, but there will be benefit in going to 2x8GB later.

There is a rebate in my country on the :
https://uk.pcpartpicker.com/product/fZyFf7/seasonic-power-supply-s12ii520bronze

I know is 520w , but still is a Seasonic and should handle the below setup with ease :
core I5, gtx1060, 16 gb ddr4, 1 HDD , 1 SSD and maybe a couple of fans mounted on the case ; most of teh time i also plug my phones ( 2 ) on the usb ports for charging. What do you think ? Will it handle it ?

LE : Not planning to OC anything !
2nd LE : I bought it :) the stocks were dropping fast , so i got it. I am confident it will handle my system just fine .
