Recomendations for a $160 monitor

I'm looking to buy a new 24" IPS monitor for browsing, studying, watching movies and some light gaming. I'm looking to pay around $160 though I'd stretch a bit if it was really worth it.
I've seen some nice models from Asus, Acer and a million other brands and couldn't be more lost.

ASUS VN247H-P this is a very well rounded monitor and will work great for anything you need it to it goes on amazon for about 165$ i use this one as my personal monitor for gaming and school and am very pleased with it

I've seen that monitor, but it's not IPS. Is there a big difference in screen quality between it and the ASUS VN248H-P?
