Recomendations for a budget build?

Ok, so my mom is getting a new computer and she asked if I had any suggestions. Well the higher end pre-built pcs that I would like, she doesn't need. It seems that most of the cheaper pre builts have crappy specs/build quality. As I have said before, my mom doesn't need anything bulky. The most extensive thing she does is edit pictures in Photoshop Elements for her blog, which runs fine on her '09 ThinkPad.. Other than that all she will do is store a lot of music and pictures, and surf the web. Budget: sub $450 including Windows 7. We already have monitor, mouse, keyboard, etc. Any recommendations?
