My budget is $1000. I want as much performance as I can get in this build. I'd prefer AMD, but intel would do it too.
The budget can be expanded to $1100 MAX, but try to keep it under 1100.

As for the graphics card, no, I'll buy it later on when I collect money. So I need a PC without a graphics card for $1000.

You can give me a processor without integrated graphics. I got a GT 1030 lying around that I can use Temporarily.

I'd like it if you can get some RGB going on there.

Solution
Video card prices separately are so high right now that you're better off buying one WITH a GPU and if you don't need it now take it out and sell it for double the MSRP. People are literally buying whole prebuilt systems just to get the card and selling it after taking out the GPU. Your best bet would be to find someone selling one of those or do the same yourself.

Seems the budget doesn't include a GPU, so should be able to go ahead with a 5600X build. With some bling.

I'm not buying graphics card right now, I will buy one after the GPU shortage (Yes I got patience)
