Recommend a monitor for my dad

Hey, my dad wants me to pick out a new monitor for him and while I could do that easily I think I better ask yall first. He wants a monitor between the price of $150-$300 and the size between 22-24in and he wants it to be able to go horizontal and vertical. Your opinion would be greatly appreciated

Samsung makes excellent models and so does asus.

It has wider viewing angles which helps a lot when you put into portrait mode. Regular "TN" panels have a very narrow vertical viewing range, and when that's flipped with the horizontal it becomes very apparent.

This is swivel, you can turn the widescreen 90degrees to the right (normally) and get a "upscreen", if i'm not mistaken that is what agentplay asked for.
