recommend me a new PSU.

Current specs:
CPU: intel core 3570k 3,4 Ghz
GPU: EVGA GTX 780 ti Superclocked w/ ACX
Motherboard: ASUS P8Z77-V LX
RAM: Crucial 8 GB DDR3-1600 kit
HD: Seagate 2 TB Hard Drive
SSD: Samsung 840 250gb
Current PSU: Corsair CX750 750W

My power supply has some pretty bad coil whine, tried most things to fix it but nothing worked. Please don't recommend a corsair PSU since I've had some bad customer support experiences with them.

Looking for:
- Good quality PSU.
- not extremely expensive,150 euro max (about 204 dollar ).
- PSU with low chance of coil whine.
- got a pretty big case so the cables must be long enough.

I'm looking at a Seasonic M12II EVO 850W right now, would this be a good choice?

Personally, I'd recommend any of the PSUs in this list.
These are all high tier 80+ Bronze/Gold PSUs that'll all be able to keep your computer running efficiently and should give you some headroom so you can over-clock your components safely!

Would a 650W be enough for SLI 780 TI's ?

Yes, 650W is plenty,

OC3D (one of the tech youtubers) managed to run an over-clocked i5-4670K and a 780Ti off a 450W power supply, so you will be perfectly fine!
