Recommendation request for PC parts

Hello there,
I'm thinking of upgrading my PC further very soon but I'm confused on which part to upgrade, my graphics card (AMD R390) to GTX1080, or my CPU (i5 4760K) to i7 4790K or the new SkyLake series.
Your advice is appreciated

I would start with the high step up in GPU and see if that satisfies your performance expectations.

An i7 (and 4790k is almost equal to a 6700K, so no need to spend extra on a platform change while 4790K's can still be had in the stores) can be be helpful for multitasking & gaming, like recording and streaming, or playing those big 64player/big map MMOs.

If that doesn't apply to you though, you may not miss that performance potential.

The only reason I thought of upgrading the CPU is because I'm getting some irritating frame-drops on some games, not because I'm not getting enough frames. On a side note, I'm also thinking of streaming soon.
What do you think?

So, getting frame-drops on some games should not be a reason to upgrade the CPU?

Streaming can certainly be one of those things where the i7 is tremendously helpful, but it depends on the game (its CPU usage) and the other things you're doing in the background that compete for resources. The old adage of 'few games take advantage of more than four cores/threads' is certainly true, but if you do have a game that's taxing the full 4c/4t system, that leaves little room for multitasking (again, recognizing that an i5 is a great 'gaming CPU').

The symptom you're experiencing though may be do to other things.....hard to say from the brief description. Display/GPU adaptive sync (or not syncing, using vSync, etc) can also produce visual artifacts, and this could be what you're perceiving.

Thanks for everything, I think I'll upgrade my current graphics card to GTX1080 (unless AMD actually releases something competitive).

Well, thanks Mr. Moderator, I've made up my mind and decided to upgrade the graphics card.
I will not, however, exclude the idea of upgrading my CPU as well only if AMD's Zen is as promising as they're advertising it.

So late for the response I'm terribly sorry, but the issue still stands. I'm getting drops in Black Ops 3, and sometimes in The Division. Of course all while I'm recording my gameplays
