I'd guess buying new parts with that budget won't go far.

What used PCs are available to you in your local area?

You might be able to find one 3 to 5 years old for $360 and then transfer your video card to it.
I found these components for the 340$. Are they worth it? Are they good? (but upgrading from i5 4690k)

mbo: Asus AMD Prime A520M-K
cpu: r5 5500
nmve: Hikvision E100NI 1TB M.2 SATA SSD
psu: Cooler Master Elite V3 500W (or this 500w,White Shark Gpsu-W500f Captain,80+,ATX)
case: Bit Force Orion Cf-4 Midi Atx

is it good?

Personally, I don't know any of these brands a ton but keep in mind if a power supply price seems too good to be true it probably is.

None of those are remotely close to good. Also none of them are 500w by modern standards.
1. No. Ancient group regulated design. In reality only capable of 450w where it counts.
2. Hell no. rebranded generic garbage, 12v rated for less than 350w
3. Hell no, TR2 is low quality ancient design, have a rep for killing hardware only 420w

You are not going to find a good PSU for $45. even in the US where prices are usually better you can find one for that much. You'll likely need to double the budget to find something decent.

I thought the Cooler Master Elite V3 500W were decent enough, or am I thinking of a different CM PSU? Hard to keep track of all the crap ones and good ones with similar names from brands.
