Question recommendations on a monitor about 100 dollars

Are you going to use it for gaming, photo editing or just casual web browsing?
For gaming you want low response time (prefferably <5ms) and high refresh rates (if you want >60 fps), but I doubt you can find somethig above 60hz in this price range. You can get a TN panel for affordable performance (but poor viewing angles), or VA, which has generally higher contrast ratio and slightly better collors.
For video editing you want an IPS panel for color accuracy and viewing angles. The downside is that IPS generally lacks low response times.
For general browsing you can get anything.
