Even the 6700xt is a good card for around that price and without the driver headaches Intel GPU's still suffer from, and some older games do not do well with Intel Arc cards atm, will that change, I hope so. Thats the only reason I still can not recommend a Intel Arc GPU, just know what you are getting your self into if you get an Arc card.

Good Luck!

If you really want a GeForce card from Newegg with a budget of ~$400USD, then you have two options, neither of which are what I would classify as "good" but I would classify them as "as good as it's going to get":
ZOTAC GeForce RTX 3070 AMP Holo LHR 8GB - $380 at Newegg
Or you can drop 5% of the gaming performance for lower power consumption and an AV1 encoder by getting this instead:
Gigabyte GeForce RTX 4060 Ti Windforce Eagle 8GB - $400 at Newegg
Normally, I don't recommend cards with only 8GB of VRAM but since your monitor can only do 1080p, you should be ok with it. Just keep in mind that you'll be stuck at 1080p because of the 8GB of VRAM.

It's too bad that you're stuck at $400 because if you were able to scrape together another $120, you could get this card instead and it just crushes the other two cards:
ASRock Radeon RX 6800 XT Phantom Gaming D OC 16GB - $520
Usually, the higher up the performance ladder you go, the worse that the cost per frame becomes but not in this case. The RX 6800 XT is 33% more expensive than the RTX 4060 Ti 8GB but is 32% faster and has double the VRAM. Sure, the RTX 4060 Ti uses less juice but you're looking at a difference of maybe $15 per year which is, of course, insignificant and with your use case, the RX 6800 XT would probably be good for 10-15 years at 1080p. I have an RX 6800 XT and it's just a phenomenal card.
