Generally speaking, the GTX 1070 is regarded as the best "bang for your buck" GPU. It handles 1080p and 1440p very well and can touch on 4k with reduced settings. However, as maxalge stated, it would help to know what your current PC is running as well as what you consider to be a "good price".

The only issue with GPU's is the price inflation. The 1070 is way over inflated right now along with most other cards besides the highest and lowest end.

Look for a modern 1000 series card that fits your budget and can run on your psu.
GTX1050ti is in the $150 range.
If you are in the US, EVGA is a good brand with good USA based customer support and forum.
You will get fair value out of the factory overclocked versions like SC.
Not so much from the maximum overclock versions like FTW.

It is better to buy the base card of the next higher class than to chase highly factory overclocked versions or fancy coolers.

I have a Rx480 8gb sapphire nitro,But its playing up in 4k 60hertz,I was thinking of upgrading to nvidia,My friend suggested a GTX1060.But i have no idea.Looking to play PUBG with solid FPS and have a budget of around $800NZD

You now have a very decent card.
If you upgrade, make it a big jump or you may be disappointed if you do not see great improvement.
I think that is to a GTX1080 or GTX1080ti class card.
I do not know your prices, but graphics card supply seems to be short and prices are high.
OTOH, your Rx480 may well command a decent resale price to take the sting out of a new card.

What is your psu?
You will need something like 600w for a GTX1080ti.

Completely depends on what resolution you're playing at, what refresh rate your monitor will hit, & what games you're playing.

In general, if you're looking at 4K, absolute minimum would be a GTX 1080, preferably a 1080TI. At 1440p (or 1080p/144Hz), you'll want a GTX 1070 (only get the 1070TI if the 1080 is more expensive).

At 1080p, however, you can get the GTX 1060, but Tom's Hardware currently recommends AMD's RX 580 (http://www.tomshardware.com/reviews/best-gpus,4380.html). Right now, the only reasons to pick the GTX 1060 instead of the RX 580 are availability & price (https://pcpartpicker.com/products/video-card/#c=373,391&sort=price&page=1)...but even then, those GTX 1060s are way overpriced for what they can do.
