In short my budget is preferably under £100. I tend to have around 4/5 devices all plugged in:
Nintendo Switch, Xbox One, Fire Stick, Wii, Laptop (Screen casting)
I intend to get a Soundbar for my TV however the soundbar I am looking at uses HDMI eARC for the sound "throughput" (and a 3.5mm jack for if it was used with a desktop - soundbar link here). My TV does have a HDMI eARC port however I am not sure if all switches come with HDMI eARC support and if not which switches would be viable?

eArc only matters if you have 5.1/7.1 surround setup where multi channel bandwidth is concerned. Your sound bar is 2.1ch and can be totally fine using optical if that means freeing up Tv Hdmi port for something else.

As for a Hdmi switch so that you can expand Hdmi ports;

You can still use Hdmi from Tv to sound bar if you wish. eArc/Arc is backwards compatible, just means Arc be limited to 2.1ch like optical which for you doesn't matter.

Sound bar doesn't mention eArc btw unless im looking at the wrong SB?

Hdmi switch will do what you want including sending laptop audio through Hdmi instead of using 3.5mm.
