recommended specs for streaming video

What are basic requirements to stream video w/o the stops/starts mismatched video and sound

You are going to have to be much much more specific.

What kind of video are you trying to stream? 1080p, 720p, dvd quality, youtube?? those are very different factors.

Is this on a windows device or a different device.

A modern celeron or pentium wiht 4gb of ram is enough to stream 1080p over a wired network. Now if using wifi then the wifi network will have as much to do with the performance as the computer itself.

That really depends on the video stream and how much it is compressed. For example Netflix recommends 3Mbit/s for standard quality streaming, 5.0Mbit/s for HD Quality and 25Mbit/s for Ultra HD Quality. I use a Media Center PC in my house and it uses 13Mbit/s for HD video streaming of OTA HD TV.
