Recording/Editing 1000€ Gaming PC

So I have decieded to buy a completley new PC, I could build my own normal Gaming PC, but I would really like someone more experienced than me to do it. I would like a Recording Gaming PC, my budget is 1050€ MAX. I Could do 1100 if monitor is included. I mainly play games like CS:GO and I would like to record it on highest settings. Thanks!
