Recover Data from WD external drive

My limited warrenty is expired🙁 I had backed up all data onto WD external drive and have stored in desk for 2 years (It was working) pulled it out a couple days ago and it didnt work , took to computer shop they tested and said it was inoperable and all info basically gone unless i want to pay 600 plus dollars to retieve date!
Help is there any other way to retrieve the data or fix?????

Explain in detail what 'didn't work' means - does it power up, does the OS see it but just can't access it? Etc.

What do they clearly mean by "inoperable"? what particular procedures they have made to rule out with that conclusion?
