Recovering deleted files.

So i did a dumb thing... I was going to reinstall windows on my computer and made my external hdd into a bootable drive. This of course deleted everything and lists it as a 30gb drive instead of 4tb. Is there any way i can fix it and recover all my files?

You could use recovery software like recuva -- https://www.ccleaner.com/recuva But if you have MANY files you want back it may be a frustrating activity.
