Perhaps. It is a matter of permissions.

What admin rights do you have as a admin or user on your computer?

If an admin or other user has the rights to those files then you cannot change the file properties/attributes.

If you have the necessary rights then you can change the file properties and RO (Read Only) to whatever properties and file access is required.

The file property changes can be made via File Explorer, DOS, Powershell, etc.. But you must have the necessary rights.

Do be aware that RO is often used as a way to prevent accidental changes to files. In other words, the RO must be deliberately and intentional removed or changed before editing can occur.

by 'virus infected', do you mean files that have been replaced with AES256-encrypted versions via ransomware?

If so, alas, your odds are quite low, normally.

However, some more details on what you had, vice what you have now, file-wise, with a screen shot of what occurs when you attempt to open it...
