Recovery Console authentication

Hello,

Does XP consult a system wide file for all authentication?
e.g. When you log on to the Administrator a/c with the recovery
console, is that authenticating with the same file as when you log on
normally as Administrator?

The local administrator account is used to authenticate the RC logon.
