Question Recovery Partition Using Up All My Hard Drive

I recently bought a second-hand, refurbished desktop which was advertised as having both a 256GB SATA SSD and a 256GB NVME drive. It already had Windows 10 installed on it, with nothing left for me to do except for to go through the setup procedure and update to the latest version of Windows. When I checked file explorer I realised that there was only ~100mb of space left on my second drive. After checking in Partition Manager it turns out that the vast majority of my second drive has been reserved as a recovery partition. Is this normal practice? I was hoping to use it for media storage but I guess that plan's out the window. Would it be possible to split the drive into two partitions leaving part as a recovery, and leaving me some free space for the media I need it for?
