This is to recreate the Default Domain and Default Domain Controller
policies in Windows 2000, use this if they have been accidentally deleted.

In Windows 2003 Server this functionality is built in:
Type in the following from a command prompt to restore Domain only , Domain
Controller only, or both policies at the same time:

DCGPOFIX /target: domain

or

DCGPOFIX /target: DC

or

DCGPOFIX /target: Both

You are not going to want to use this unless you understand what it does.
