I have two hard drives. My recycle bin works with the deletions on drive D:,
but it does not on drive C:. How do I set up a recycle bin designated for
drive C:?

Right click on Recycle Bin > Properties.
Are C: and D: listed in the top tabs? If so, select C:. What are the
settings for C:?

Drive C: does not have a tab on top.
