Is the computer a new build?
Or is this a regularly used build that has suddenly stopped working?
What is your full system spec including PSU make and model?

Please see and go through each of the steps of this guide (especially if it is a new build): https://forums.tomshardware.com/thr...ng-about-post-boot-no-video-problems.1285536/

In which case follow the guide I attached completely first.

Also your 450W PSU is really cutting it fine, AMD recommend a 600W and the minimum I would absolutely run it on is probably a good quality 500/550W.

The 5700 can easily pull up to 200W under load so you may want to think about a PSU upgrade.
