Question Red CPU and Orange DRAM lights

After putting together a new build I'm Ggtting a red cpu and orange dram on the debug. I've flashed the bios with the newest release, reset cmos, reseated ram, booted with 1 stick, bare bones booted with just cpu and cooler. Pulled cooler and reseated cpu. I've booted with one stick and let sit for 10-15 minutes in case it was memory learning. Literally everything I can think of and still have the red cpu and orange dram on the debug.

I've searched and read articles, watched YouTube videos and nothing that has been suggested had worked. I don't have another set of ddr5 or another am5 cpu to try out as this was a new build from an old am4/ddr4 build. Thoughts or suggestions? Any and all help will be appreciated.

Ryzen 7 9800x3d, msi mag tomahawk b650, 32gb gskill ddr5, Liquid freezer 3 pro 360 aio, lian li 216, Thermaltake toughpower gf1 850w. I'm reusing my rx 6700xt as it's not in the budget atm to upgrade.

Did you flash the BIOS to the latest version prior to dropping the CPU onto the socket? If you haven't, use this guide;

Rams populating slots A2 and B2? Did you inspect the CPU's socket for any bent or broken pins?

Yes RAM in A2 and B2. And no the cpu was installed prior to the bios flash. Should I remove it and try again?
