Red cpu when breadboarding a new mobo

I recently had a problem with my computer, with the mobo giving either a red boot device led or red cpu light. I posted my problem and a helpful user showed the no post instruction, i did that as well as checking the voltages of my psu which are okay. I then thought it was my mobo that was the problem, however when the new one came i installed.it into my case including the all components and wires, once i did this i got a 62q code and a vga red light. Realising how stupid it was not to breadboard my new mobo first i took it out and only have cpu, cooler and RAM installed and i am getting a red cpu light.

Mobo- Asus maximus v
Old mobo- Asus p8z67v
ram-corsair vengence 2x 8gb
Psu- corsair cx600m
Cpu- intel 3770k
Cooler- corsair h100i
Gpu- nvidia gtx 1070 founders edition
Memory- 2x Kingston 250gb ssd
Seagate 2tb sshd

Ive checked and there is mothing wrong with the pins since it is a intel lga cpu, i then put cpu and cooler back on and got a vga red light and an q error code of 62 "installation of the pch runtime services", i have an inclination that it is the cpu that is buggered since everything else has been checked or replaced recently.
