Question Red Dead Redemption 2 FPS Stutters with decent PC

Hello,
recently me and some of mt friends have got into red dead online on pc after switching from console a few months back. im delighted to say i love the pc experience with every game.

However im currently not enjoying my red dead experience and was wondering if anyone can help my stuttering as it makes no sense to me after everything i have tried.

So, when i first launch the game and load into online the game is smooth and looks great (i run at 1440p with 9700k and 2070 super) i have some custom settings on to aim for around 65-70fps at all locations, even the most demanding ones like Saint Denis and Blackwater, the fps stays at that target but is let down by constant stuttering making the game not enjoyable to play and what happens after the stutters and jumpiness in the cities is not nice either, the previous smooth and clean gameplay out in the wild now also turns into a stutter filled mess with it progressively getting worse/

i did some research on the matter and checked why this could be happening and came across people saying to disable some cores for the game so i did that and took myself down to 6 cores and tried again. I had no luck, i later on then tried to change the API between Vulkan and DirectX12 and was the same with both of those, ive tried to cap the frame rate or up my settings to lower my frames as i know rockstar games can be interesting, and still yet i have no luck.

im not the smartest person when it comes to computers, so that brings me here, if possible i would like some assistance from you guys if possible to remove these stutters from one of my favourite games of all time, as its currently ruining my experience.

Please list ALL the components of your PC, including your PSU and mounted CPU cooler.
If it is a finished system bought elsewhere, please link to the site so that we may check out the system specs.

Please make sure all other background tasks are closed/inactive when playing your games, including web-browsers and especially video playback.
