Question red debug light no signal

bought a pc from a guy on twitter from a recommendation from a couple people but when i get it it powers on and all fans are working yet there is no signal and the cpu debug light is on. i tell him and he tries to help me troubleshoot it. i cleared cmos and everything and eventually i end up taking the fan off and checking the cpu well the fan wasnt locked in and i check cpu and the bins are bent and one missing so i just didnt want to go through the effort of fighting with the guy i buy another and come today i put it and try again but the same situation.

msi b450 tomahawk mb
2 tforce delta ddr4
intel 660p series ssd
rtx 2060 super
evga GD 600w gold rated psu

yeah ive checked everything in the tagged post but to no avail the only thing i havent done is breedboarded but im kind of scared of <<EDITED>> something up if i try that
what do you mean are all parts used have any thing i should check out
