Red dots/lines on my computer screen.

I had just updated to windows 10 and I was opening CSGO then my PC crashed for no reason. I have a GTX 780 ti. After I tried starting it again I had red dots/ lines all over my screen and everything was very choppy. I have since installed a clean version of windows 7 and that seemed to fix it until i installed the graphics drivers. same red dots/ lines. I have a feeling my card is dying but any ideas? I have also since reapplied the thermal compound and still same problem occurs.
