Red dots on screen after moving PC

So after every few months or so I move my PC from my home town to my university. The problem is that today when I packed my PC it was working fine but when I arrived and set it up I could see lots of small red dots (not fixed) on my screen. I reconnected the DVI cable and restarted my PC but it did nothing. The PC didn't take any damage or anything along the way. I however did go from 144Hz to 60Hz in the windows control pannel and that fixed the red dots. They appear at the 120Hz and 144Hz settings and not on the 100Hz and 60Hz ones.

I have a GTX 980 Ti 4GB. My PC also has never had any issues with overheating and is always in an air conditioned room. Never overclocked or anything else either. It is however, a bit dusty and once I clean it I'll test it again.

I want to know what could cause this problem. If it's the monitor, the cable, the GPU or something else. So I can start fixing it asap.

Edit: No red dots in game (Devil May Cry 4) or on most applications. There was a line of them in steam but after a restart there are none in steam. Most red dots seen are in videos (Youtube/ vlc).
 
Solution
Recommend you try connect your monitor to another computer, just to verify that the monitor is not to blame.

If the monitor is ok, then it's probably the GPU that have became bad.
