Question Red DRAM LED: Not booting

I am building a new PC with the following specs: https://uk.pcpartpicker.com/list/hYcTfv
However, the fans and GPU start-up but the PC itself fails to boot; the mobo displays the red DRAM led light.

I have tried each RAM stick individually in each slot and they are definitely in place properly. I have also inspected the CPU and nothing appears damaged.
Any ideas?

Keeping the rams in slots A2 and B2, per your motherboard manual, try and perform a clear CMOS, whereby the platform is powered down, disconnected from the wall and display and he CMOS battery is removed, press and hold down the power button to drain any residual power. Replace the battery after 30 minutes and see if that changes anything.

You should also try and loosen each screw mounting the cooler to the CPU's IHS a slight(90 degree) anti-clockwise turn to relieve the pressure.

I've tried those too, to no avail
