Red-ish ghosting texture outline in games?

Hey guys, I have a difficult question to ask, its hard to explain but I will try my best to explain it:

When I play CSGO, I see these weird little red outline on buildings and even on players when they're moving suddenly.

Whenever I'm walking or jumping I see these outlines on the edges of buildings as well.

It looks a lot like the texture is ghosting? it happens when there's a sudden movement with my mouse or when I jump?

The outline looks almost like Motion Blur kind of thing but its like on the outline and edges of things...
Anyone know what I'm talking about?

Brand new computer
and Monitor as well:

Intel i5 - 4590
MSI GTX 970
MSI Gaming 5
8G RAM
750PWS
Wndows 10

Brand new monitor (bought it today) : BenQ GW2270

Does this happen only in CSGO, or in other games also? What about Windows desktop? There might be a lot of reasons faulty gpu, cable or ports nad other stuff.

I just built the computer and this is basically it's first time displaying everything and CSGO just happens to be the first game I test my PC on..

I found that it also happens on Youtube Videos, like for example LinusTech videos tend to have these weird 3d-like outlines as well. Happens when he moves his hands a lot and fast.
Don't know how to solve this :\
