Hello, my PC does this thing where when I press the power button to turn on the PC, the lights and the fans turn on, nothing happens on the screen, then a red light and a yellow light shows on my motherboard. The red and yellow lights then remain on for around 10-15 seconds before switching themselves off and then the screen displays the MSI screen and then the PC starts fine. What is this about and is this normal?

Specs
Motherboard: MSI B650 GAMING PLUS WIFI
CPU: AMD RYZEN 5 7600x
GPU: NVIDIA GeForce RTX 4070 SUPER
RAM: Corsair VENGEANCE 32GB (2 x 16GB) DDR5 6000MT/s CL36 Memory Kit — Black

Yes, it's normal. In fact your time from a cold boot to seeing the OS GUI should be about 45secs to a minute. FYI, AM5 was known to have a long POST sequence and it's cut down to what you see today, to sub 1 min. What is the make and model of your OS/storage drives?

BIOS version for your motherboard at this moment of time?

Sorry yes the time is around 40seconds I was just guessing as I never actually timed how long it took. I have the Crucial T500 1TB NVMe M.2 Gen4 Internal SSD and I don't know the BIOS version.

Normal.
I am guessing that the lights are turned on initially and turned off when the cpu and ram initialization is completed successfully.
If the process failed, the light becomes an indicator of the component that failed to initialize properly.

Start up task manager and select the startup tab.
On the upper right you will see the bios startup time. mine says 26.3 seconds.
