Red screen when connected to video card

I have an ATI AMD Radeon R9 200 series and when I attach the hdmi cord to the port on the card, my screen has red lines across it and is incredibly fuzzy and difficult to read.

However when I connect directly to the motherboard the screen is fine. I have updated all drivers.

Any and all help will be much appreciated!

Did this ATI Radeon R9 200, ever work properly or is this the first time that you've attempted to install it? What is the exact model? Have you tried a different HDMI cable? different PCIe slot? What is your power supply mfg/model/wattage? Have you updated your motherboard BIOS yet?
