Question Red vga led and boot led

My motherboard is showing a red vga and red boot and my gpu is also showing a white led
I already took out the rams switched them
Unplugged the gpu still the same

Is this the PSU you're working with? If so, replace it and pick up something that's more reliably built, with 550W of power at your entire system's disposal. You should also see a sticker on the motherboard, whereby it shows what BIOS version the motherboard came shipped with. If your board lacks the necessary BIOS version to work with the Ryzen 5 5500, then you're going to need a prior generation processor in order to get POST and update the BIOS from the BIOS screen.
