Question Red/white lines and a blue screen of death.

I left my pc to download a game and went outside, in the meantime there was a power outage. When i came back, i turned the pc on, everything was fine till the windows logo on the first go, the motherboard logo and all.. then i got red stripes and squares on a black screen, restarted it and it only got worse. After the windows logo i get a blue screen of death. Here's a video detailing it

Graphics card: Radeon ATI HD 4890 1gb ddr5
Power supply: Be Quiet 400w system power A+ certified

If even the BIOS display is corrupted, I'd say your GPU has failed, barring it being borderline power starved...

Borrow a $10-$15 GPU from that era to test?

I ordered a r7770, but if the 4890 was power starved will the problem reoccur?
