Rediculous cpu usage fluctuation

been having really big issues with my cpu lately,

http://tinypic.com/r/rb0g39/6 <----- that is while my computer was basically at idle, what im doing however makes no difference at all. computer will randomly freezes for a few seconds and then return to normal, happens about once every 2 minutes.

pc specs as follows:

AMD Athlon II x2 255 @ 3.1ghz
4Gb 1600Mhz DDR3 Ram
Saphire radeon HD 5830 1gb edition
1tb hdd

well, system idle process is the only thing i can see that is a possible culprit, it also fluctuates as the cpu usage goes up, i think i've found the problem, so how do i fix it?

System idle process is a normal process....it runs whenever the OS has nothing to run on the CPU:) probably a continuous NOP cycle:)

Most probably ur CPU is too slow for ur workload....and u have some CPU intensive app running in the background....possibly a heavy antivirus or such:)
 
also use msconfig and turn everything off in start up...with 4g of ram you may be running low on system ram..and your seeing the cpu and windows using the swap file a lot. wont hurt to run ccleaner and and malware bytes and a anti virus sweep.

Lol, i run Win7 professional smoothly with only 2GB RAM :D

Yup, a virus could also be the cause of periodic usage spikes :)
