Reformat a usb

How can I reformat a usb external hard drive that doesn't show up under my computer.

Check the Disk Management wizard to make sure Vista is actually picking up the USB drive. You can also format the disk from Disk Management.

I checked disk management and it sorta shows up but not under a drive with a letter and there is no option to reformat. This drive was formatted for a dvr. Please help.
