I have a samsung 970 pro NVMe M.2 that i'm using for storage, I'm building a new pc so going to put the OS on the M.2. Question should I reformat the M.2 before I put it on a new motherboard Asrock x570 steel legend.

Format may not be enough.
You'll have to clean it, so proper partitions can be created during install (bootloader, windows and some other smaller partitions). If all space on the drive is used by existing partition, then installer will not be able to create new partitions.

In the Windows install the best thing to do is to delete any existing partitions then allow Windows to do it all. Thats all you need to do. Doing anything more is only to securely delete old data but even then SSDs have TRIM which basically does that automatically in Windows for you.
