Reformat Old HDD (local disk partition)

I have freshly installed windows 10 on my new Kingston HyperX SSD, and now I would like to use my old 1TB Seagate Barracuda harddrive to be a BackUp Drive or storage for important files, and some ~300gb of it for other program installation (maybe).

Currently, this 1tb HDD have 2 partitions, 50% allocated for my previous local disk (windows 7), but not full, let's call this Partition 1. and the other 50% is already used for BackUp storage of important files, this would be Partition 2.

Question is:

1. How do i reformat my previous local disk (partition 1) without affecting my backup storage (partition 2)? I think this is possible, but I'm not sure how..

2. After the Partition1 has been formatted, let's say it has 400-500gb of space and I want to reduce it to 200-300gb for the purpose of another directory for program files which I don't want to eat up space in my 256gb ssd. So Partition1 reduced to 200-300gb, and the remaining space to be transferred to my other Partition2 to increase space. is it possible?

3. If #2 is possible, how? and what are the steps/process to follow? and if not possible, so the option I have I guess is to make it to Partition 3. and how can I do it?

You can format the partition 1 while in Windows 10 just like that and nothing bad will happen. Your problem now will be that during boot up Windows 7 might show up in the list of OS. For this just do Windows Key + R and type in msconfig. Go to the Boot tab and select the OS that is not selected as default. In this case it will be Windows 7 and click on delete. Also click on "Make all changes permanent". Confirm the changes and restart.

To re-size and merge partitions use AOMEI partition assistant, you can also use it to format partitions. Some changes will require a restart, some doesn't. The process is pretty straightforward.
