While on a Morag Tong mission of "accounting" I talked to a NPC in the
Hlaalu Canton Underworks who said something to the effect of, "I've
been dreaming? Thank you for saving me from Dagoth Ur, I will change
my ways and I will tell others of your kindness" (something like that
anyways). Is this related to a particular quest or series of quests?

I'm thinking it might be like how after you rescue a certain amount of
slaves you can get info about the Twin Lamps and eventually find
Ilmeni Dren... will I "rescue" more Sleepers in my travels, and is
there anyone I can talk to about "reformed sleepers"?

It's actually based on killing certain individual key Dagoths - no
doubt there's someone out there who can give a better explanation than
me but it's DEFINITELY not Twin Lamps related. I'm pretty sure I read
somewhere that there were four of them and the first you usually
encounter is Dagoth Gares (I think that was the name - he's the one
who gives you Coprus as he dies - which is part of the main line
quest)

This happens when you kill the Dagoth responsible for a specific area.
While raiding 6th house bases you will encounter creatures called
"Dagoth xxx" with several names for xxx. Every time you kill one of
these, some sleepers will be freed.

No. But every time you talk to a newly awakened sleeper your fame rating
will rise by one point.

There are a number of named Dagoths - each one of these you kill will
free some Sleepers. There's no specific quest, but killing them all is
certainly a good idea.
