Refresh looking button

So, I have this "refresh-looking" icon at the button of my screen on my windows button:

For some reason it doesn't show it in the screenshot, it's like a cycle of 2 arrows.
I think it slows down my pc at some parts.
I'd like to know what it means, why is it there and how do i remove it please

I tried, it's like.. in not on the desktop.. its like i put a sticker on my screen, i see it but if i take a screenshot then it's not there, it's like a recycle sign, 2 arrows, Grey background
