Question refresh rate not displaying properly on monitor

I have an Acer KG271bmiix that wont display past 30fps, im not noticing any screen tearing or the like, i have my display settings at the max 75hz and it seems to be with games and streaming. i feel like im not getting anywhere with it either, ive gone through pretty much every setting in nvidia control panel, winows display settings and my monitors settings. i know the issue isnt with my pc because my old monitor was able to display 60 no problem.

windows 10
gtx 1050 2gb
i3 6100
biostar mobo (cant remember the exact name)

yeah, monitor is connected to gtx 1050 with hdmi

nvidia settings say its at 75hz

It doesn't look like anything over 30hz. ive compared with my old monitor and its no where near as smooth
