refresh rate on Dell 3007

When I run my dell at max resolution, I get a lot of screen stuttering under cityville. If I changes the amount of real estate visable using the + on cityville it seems to be acceptable.. The graphics card is an AMD 7700. In reading about 4K monitors and that they seem to require 2 high end graphics cards, is that my problem?

The higher the res, the more performance you need. You'd also need more vram. You can try to lower the settings if you don't want to lower the res.
