Question Refresh rate problem

Hello,
I have a problem where a decently large portion of my screen is missing when using a high refresh rate. I have an Acer 165hz monitor, but I have already identified that the problem isn't with the monitor itself (i tried it on a different computer and it worked). Below i have attached a youtube video, recorded by a phone, which shows that on a refresh rate of 75hz everything works fine however when i switch to 165hz the problem appears. This has been happening for a good 2 months now and it's getting worse each day. When the problem first appeared, it was barely noticable but now the missing protion is bigger than 2 taksbars. The problem also didn't appear on 144hz, but now it appears on both, although the missing portion is smaller on 144hz compared to 165hz. So basically the higher the refresh rate, the bigger the problem. From my logic, I figured that the problem is most likely caused by either my GPU or my power supply.
I am using a gainward geforce rtx 2060 pegasus oc and a 550W 80 plus bronze power supply.
I don't have a spare GPU or a power supply to test it with, but i do know that when i plug my monitor into a different computer, the problem doesn't appear.
I can only record the problem using my phone, since a screen recorder doesn't record the problem and instead just looks as if everything was fine. I belive that there is a problem with either the GPU not working properly or the power supply not providing enough power to run a higher refresh rate. I have no knowledge of electronics and I am just using my logic here.

Sounds like your cpu/gpu is not strong enough to fully refresh the screen at higher rates.
I think your solution is in a graphics setting.

I tried playing around with the settings listed on the link you provided, but as i inticipated none of them fixed the problem. I knew this would be the case, since i had been using the same graphical settings back when the problem didn't yet exist as i do now.
