[SOLVED] Refresh Rate problems

Here is the jist of my problem: I have a 2 monitor set up; one being some HP 23es 60 hertz monitor and other being an Asus MG248 144 hertz monitor. I think the best way to describe the problem is that when I have a video or anything that isn't a still object on the 60 hertz monitor it caps both monitors at 60 hertz, however, this only happens while I'm playing a game. So, if I wanted to watch a video on the 60 hertz monitor while playing rocket league on my 144 hertz monitor, the game will be capped at 60 hertz. Is there any kind of fix to this?

It's a known limitation, there's really nothing you can do about it.
