refresh rates on monitors with a range?

Hello,
I was looking for a 27" inch monitor that is suitable for gaming and i found a HannsG HL272HPB. this monitor seems to be good at a good price. 5ms responce time, 1080p. but i would like to know the refresh rate with it. i have found the refresh rate on a site but it give a horizontal and vertical refresh rate. this also comes with a range.
Question: what is the actual (or average) overal refresh rate for the monitor?

You care about the vertical refresh rate. It lists a range as this is the range of refresh rates it can display. That "actual" refresh rate will be whatever your video card outputs (which can be changed if you particularly want to), it's pretty much always 60hz now and there's no real reason to change it for most users.

ok does monitor having 7ms reponce time, what effect it will cause while gaming or nothing. Sorry for bad english.
