Refurbished Power Supply?

I have heard that you should NEVER buy used power supplies, but what about refurbished? Like from a hardware store like Microcenter and Memory Express?

What situation would you ever purchase a refurbished power supply?
20% discount?
50?
75?

Refurb = used. Would you buy a used car that was defective and fixed or a used car that was just used and not had issues? You have to wonder if quality control might have missed more if it was defective in the first place and if the fix was the only issue.
