Regaining Access to User Accounts w/o Windows Password

One of my relatives who doesn't know computers made a password for the admin account on his laptop and he forgot it. It currently has an admin account and a standard user account. The laptop I'm working on is running Windows 7 Professional 64-bit. Both accounts are password protected. He managed to remember the password for the standard account but can't remember the one for the admin account. I need to regain access to the admin account, remove the password, and change the settings so that it is not possible to install another password on it in the future. How do I go about doing these things?

So far, I have tried to use ophcrack, but it doesn't work.
